Why some rates are not lower?

For some rates, there is no available bond trading coupon. Like 10, 15 yr fixed, the lowest rate is 3.25%, no matter how many points you will pay.

So until the next level trading coupon issued, the rate will not go lower for 10 yr, 20yr, 15 yr fixed rates at this level. 

And very interestingly that my pipeline was not damaged this time. I think there are two reasons, 1)My clients are all loyalty. They trust me and they know this rate will stay and we will get lower rates soon. 2)I locked lots of 10 yr fixed, 20 yr fixed, and rentals and high balance 30 yr fixed & 15 yr fixed. Those rates did not change that much recently. They are alraedy at history low.
