ARM rate does not change. And will not go lower

Got lots of inquiry about the ARM rate. It does not matter whether the stock will go up or lower, 10 yr note go up or lower, the ARM rate will not change too much.
And actually even 30 yr fixed rate is at 20 months low, 5/1 ARM HB; 7/1 ARM HB is actually 0.125% higher than 1-2 months ago. I am closing a few 5/1 ARM 2.75%; 7/1 ARM 3% rate fir 600k. But the rate is higher for those programs even though LTV<=60%.
