I have a few appraisal values much lower than expected, which affected the refinance. The winter season is coming and the transaction volume will be lower, which again will push the value lower if one property in the neighborhood sells low.

You can certainly wait for better rate, but make sure the property value is ok.  The best rate for you is the lowest rate you can get, not the lowest rate on the market.
