After the implementation of HVCC, the lenders are now accepting the appraisals ordered by other lenders which complies the HVCC. Though the new lenders will accept the appraisal report, the old lender will ask the appraiser why the borrowers want to switch the lenders. So it's still kinda hard to switch the lenders at this moment.
