No Waiting Period for Purchase after the close?

Some lenders claim that the borrowers can refinance right after the closing.

It's not 100% right for high-blanace loans. Even though the lenders allow you to refi right after the close, or ask you to wait 4 months to refi. If you want to get a loan from a wholesale lender, you may have to wait for 6 months. That's required by Fannie Mae.
