Some Rental ARM rates

One lender has special promotion for ARM rates, especially for those low LTV ARM loans.
For Purchase, 450k loan with 7/1ARM rate can be as low as 3.375% for no closing cost; or 3.25% with some closing cost(Assume LTV <=65%). For refinance, you can has the rate of 3.625% with no closing cost as well.
For 424k loan, if LTV <=60%, rental 7/1 ARM can be as low as 3.5%; for Refinance, We can still have the rate of 3.75%. Not bad rates, right?
